Objective: To gain professional and practical skills in the procurement of consultancy services
Unit 1: Approach to Markets
Consulting services versus non-consulting services in contrast; procurement methods versus selection methods; individuals versus firms; national versus international; principles of consultant selection; terms of reference; costing and budgeting for consultancies; use of a register of consultants; direct request for proposal versus expressions of interest; consultant shortlist.
Unit 2: Selection Methods
Choice of consultant selection method: QCBS, QBS, CQS, LCS, FBS, SSS, ICS; consultant selection process; preparing the request for proposal; technical evaluation criteria; financial evaluation criteria; conversion formula; and award criteria for each selection method.
Unit 3: Proposals Evaluation
Preliminary examination of proposals; technical evaluation; financial evaluation; contract award; consultant evaluation report; contract negotiations; professional opinion; contract award; notification of award.
Unit 4: Contract Monitoring
Drafting consultant contract; contract implementation team versus inspection and acceptance committee; lump-sum versus time based contract; general and special conditions of contract; price adjustment formula; consultant payments; dispute resolution and contract closeout.
Unit 5: Consultant Case Studies
Comprehensive and practical case studies on selection of consultants and award.
